Maven deployment to converter system #45

Use the maven deploy plugin to deploy the artifacts of this project to a new converter system; see

Depends on dev-ops work, see also #22

[x] package a JAR for deployment
- fixed in #47
[ ] create a Jenkins build that makes the JAR available to puppet
- [ ] Jenkins build must use data from shared_configs repository to package JAR
[ ] puppet code to grab the JAR and deploy it to the converter box
[ ] configure the ld4p-tracer-bullet-scripts to use the deployed JAR
