Self-service submission of record(s) for conversion #59

Allow authorized user (technical services staff) to submit a Symphony catkey that needs conversion, or to upload a file of marc records for conversion.

Display resulting RDF, in editor so can be manually updated as needed.

Allow option to post to triplestore if RDF acceptable.
