Deal with private data/local tags #66

Converter should recognize when specific MARC fields or entire MARC records supplied from vendors include statements about use or redistribution restrictions (e.g Nielsen TOCs).. wouldn't this logically be done in pre- or post-processing, rather than a step in the converter's process? need a way to keep these fields/data from getting into shared triplestore.

Data SHOULD be in "Stanford" triplestore, and included in discovery environment.

Specify how to handle specific local MARC tags. For example, a 905 should be converted and treated as a 505.

(905 is an example of private data.)
