Re-add support for SNS #175

Unfortunately, I can't get SNS to SQS to Lambda to work with LocalStack for local development. Thus, as a fallback use SNS to Lambda, which requires re-adding support for SNS to rialto-derivatives.

And, yes, I agree it is un-awesome to add code just to support local development. But here we are ...
