puppet installs cdx-server and swap war artifacts to VMs

Currently, we deploy wayback code from jenkins via puppet.

Once #5 and #6 are done,

• [x] we need to create jenkins build(s)
  • See https://jenkinsqa.stanford.edu/view/Web%20Archiving/job/SWAP%20-%20Stanford%20Web%20Archive%20Portal/
• [ ] we need to update puppet to use new builds
  • presumably on pupgraded VMs @tallenaz worked on
  • See also sul-dlss/openwayback#11
  • please make sure that puppet removes the unpacked war in tomcat in addition to deploying new one.

NOTES:

• the swap.war file does not yet include all our local mods - see sul-dlss/swap#8 - but we can set up the plumbing.
• the cdx-server.war is completely ready for action and should be used (I believe?) both in was_robot_suite and in the swap VMs ...
