Refactor TACO for legibility

*Refactor codebase to follow requirements / organization re-approach

Proposed goal: Need full fledged design, need feedback on authority to drive this

Testing level at Aaron’s PR is okay
Question of Segregate tests by flags to test unit tests vs integration tests, or test singleton packages (discussion ticket)
Ask for testing PR reviews and separate set of tickets on possible testing improvement
Documentation on codebase wiki for testing framework
