Save Params data to variables

• [x] params.ID to variable requestedID (string): provided resource identifier to retrieve.
• [x] params.Payload (map[string]interface{}) to NewResource variable
• [x] params.HTTPRequest.Header.["On-Behalf-Of"] (string) to Agent variable #81
• [ ] resource["@type"] value (URI string) to Resourcetype (string, controlled value) variable #338

Error Responses

• [X] If any of the above are empty or an unrecognized value (for Resourcetype), return data error to Client.

I think this ticket is overly prescriptive. We should write tickets describing what the system needs to do, not how to do it. I think we can close this without any further action.
