Make error - missing credentials #422

LOCAL_ENDPOINT_HOST=localhost make resources
Unable to locate credentials. You can configure credentials by running "aws configure".

Should we update the aws $(DYNAMO_ENDPOINT) dynamodb list-tables command to have ${PROJ_ENV_VARS}?
