Figure out working data pipeline for manuals #23

Check with Andrew and with Kate Baron to determine whether Globus is right for us. What we need:

  1. Easy access for partners to a relatively large data set.
  2. This is a data set that we are in the process of gathering. Procedures for tracking the incomplete vs 'final' complete data set?

Manuals were moved to Globus by Andrew. @jmartin-sul was then able to copy them to the VM.
