[WIP] Script changes to install dependencies and get LOC converter working

[WIP] to get LOC converter working on my laptop; to be revised to cleanup commits. It's WORKING!

These script changes add

• revised configuration scripts
  • including some install scripts for dependencies
• revised LOC function and script
