[WIP] Capistrano #43

Fix #30

This is the initialization required to use Bundler/Capistrano and depends on ruby. This initial framework is sufficient to get started. All the details in #30 should be split out into new issues to tackle the components of using Capistrano (that is, creating all the deploy configs and tasks is too much work for one issue).

This is a nice step in the capistrano direction. Let's hold off on merging this per below.

Erin and I had a chance to talk through some architecture / deployment ideas yesterday and we're hoping to be able to schedule a meeting with all of us today or tomorrow to all get on the same page and then map out the work together with the shared vision clarified and driving the work.
