migrate ld4p-tracer-bullet git repos to sul-dlss-deprecated #87

Checking details on which repos are to be deprecated and noting where the content has migrated. Candidates are as follows and a check next to them indicates they are to be deprecated (other repos are to be kept):

Your questions:

are the issues migrated to other repos? there is no bulk way to do this. I don't believe anyone else is concerned about any issues on these repos; if you care about any of them, you can check to see if they have been migrated (manually, same as anyone else would be checking) and migrate them. If you don't care to do that, then go ahead and deprecate the repo and the issues associated with that repo will live on in sul-dlss-deprecated.
should ld4p-marcxml-tobibframe1 be deprecated? Sure. Go for it.

This is blocked because I need permissions to move repos to deprecated, I get: You don’t have the permission to create repositories on sul-dlss-deprecated

I don't know if I can give you permission, but I can do the migration if it's ready.

Chris Beer responded to my request to enable access to sul-dlss-deprecated. It should be OK now, will soon find out.

I did not understand that once a repo is moved to deprecated that no more commits or activity are allowed. I wanted to document why they are deprecated and what repos replace them in the README, but that's not possible any longer. So, I'm not a big fan of the restriction on the deprecated repos.
