Consistent DOI ID keys #55

Resolves #54 to ensure that upstream tasks send doi_set a dictionary with DOI ID keys, not URIs.

I'm going to experiment with the batch_size in publications_from_dois now that we aren't sending OpenAlex https://doi.org/ at the front of many of the dois in the request URL.
