periodically update the folio-users mailman against list of users with FOLIO permissions

folio-users is the mailman list used to notify FOLIO users about outages, upgrades, etc.

• as of December 2023, the mailing list contains "all users in FOLIO with at least one permission"
• going forward, the FOLIO Administrators group will subscribe users to the list when users get permissions for the first time

• it would be good to do an occasional (quarterly?) programmatic check to make sure all users with permissions are on the mailman list (it's also a good way to see if someone who doesn't work here anymore - in other words, no longer on the mailman list, bc they are removed from that automatically - still has FOLIO permissions)
