Create branches for Poppy CSP 3 platform-complete for each of our folio environments: folio-dev, folio-test, folio-stage, folio-prod. Release tag is R2-2023-csp-3

I think we should wait to create the other env branches in case csp 4 is more desirable or whatever. 🤷‍♂️

Branch created and deployed for folio-test.

Branches were created for test/stage/prod. Dev never had a csp 3 platform-complete image made or deployed yet it is somehow okay with CSP 3 modules deployed and enabled. :shrug:
