When a organization record is deleted from FOLIO, VMA should have a warning that indicates vendor record is no longer in FOLIO. On stage there is no warning and I am able to create an upload only interface. https://sul-libsys-airflow-stage.stanford.edu/vendor_management/vendors/2698
