Move Access statements for digital objects to more prominent position in record view #2695

Special Collections reports that Access statements on digital content records are displayed too far down the record view page to be effective. Public services staff field many questions answered by the access statement, but users haven't seen it.

There was also discussion about our statement at the top of the viewer "Restricted media cannot be played in your location" and perhaps we needed a better statement here.

NOTE on source data for digital content: These access statements are coming from several different sources including the rights metadata, the MARC 506, and descriptive metadata. @andrewjbtw and @arcadiafalcone are proposing changes to where data is stored, encouraging the addition of a human-readable access statement to the cocina model, then mapping this property to the MODS accessCondition type = "restrictionOnAccess"

While it would be best to change the display and the data input at the same time, it would help public services staff tremendously if we can move the placement of the Access note sooner rather than later (especially if Infra can't get to the change in the source data for awhile.)

on 1/13, delivered a list of the access conditions in use to see if moving the condition to the top of the metadata makes sense. Most frequent conditions are, e.g.:
