Unit and deploy to stage; selected integration tests.
@andrewjbtw this can be available to test on stage if you'd like to do so. This PR displays an error with the HRID but does not highlight the section of the form involved. That could be ticketed as a future step--it was seeming complicated since it's not a form validation error.
