[HOLD] Upgrade to Rails 7.2 #4667

Why was this change made?

To keep pace with Rails upgrades. Includes:

Bump Rails to latest 7.2.x
Bump turbo-rails to latest
Run app:update task, restore wiped-out configs Argo needs, and fix rubocop

Closes #4628

How was this change tested?

[ ] CI
[ ] Integration tests in QA/stage
