Add OCR related stuff to DevOpsDocs for common-accessioning

Ideas:

• ABBYY file watcher process existence and what it does
• how to verify the ABBYY file watcher is running (cap command for status check) and how to restart it (cap command)
• notes about related nagios alert for this process
• how to restart file watcher
• general comment about the ABBYY dependency (i.e. we depend on this external windows machine to do the actual OCR)
• where are the logs for the file watcher, etc
• recovery procedures for when the watcher is restarted
• probably more (anything you'd want in a few months when you need to troubleshoot and you've forgotten most of this WC)
