[HOLD] Enable OCR in configs #1265

We have various repos with feature flags for OCR work that need to be enabled in all environments when ready:

Argo has Settings.features.ocr_workflow
Infra Integration tests has Settings.ocr.enabled
Preassembly has Settings.ocr.enabled
Integration tests has Settings.ocr.enabled

Go through shared_configs and update these all to true when ready for all environments.

HOLD in production until Andrew returns in early July.

Eventually we'll want to remove these feature flags entirely, because we won't be turning this functionality off, but we'll wait till things have been running successfully in prod for a bit to do that.
