[HOLD] changing certificate and key filename for MAIS API #553

Helps to close #550 .

We will publish this PR when the puppet PR for reserves staging has been merged and staging has been tested with the rake task to ensure we are getting the content we need. This PR should work in conjunction with the required reserves production puppet changes.

Note: Please do not merge until "HOLD" has been removed from the title above.

We have put in a new request for a MAIS API certificate so the name will change again. Closing this PR and creating a new one when that happens.
