Update the Stanford footer #1046

We should borrow from sul-requests, which has the a recent implementation of this; check the CSS there. Note that there's some magic going on to rescale the fonts at certain sizes; this is actually suggested/required as part of the Stanford styling.

stanford-arclight also had some of these UI elements implemented recently.

It may be easier to wait to do this after or in conjunction with an upgrade to Bootstrap 5.

@jcoyne if at any point you have time, I would love some help estimating how much work actually remains to get GBL to BS5. I'm not deep enough in blacklight to make an informed assessment, but some work has already been done (https://github.com/geoblacklight/geoblacklight/pull/1344) and it seems like we're in a position to do a bunch more on the coming workcycle. I just don't want to run the risk of running out of time.

That PR looks like a Blacklight 8 migration. I think you can use BS 5 on Blacklight 7 though. I know little about GBL, so I can't help estimate. We do need to invest time into the OS projects our work depends on.
