Migrate Google analytics to GA4 #961

This setup replaces existing tracking code, including for custom events, with GA4 and enhanced event tracking.

Ref #914; see that issue for a discussion of Earthworks custom events and how they work in GA4.

Hey @thatbudakguy, this looks good. Just wanted to make sure you were aware of the debug_mode filter stuff that Huda, Cory and I worked on last week. You will need to activate a filter in your property in order to filter out debug_mode traffic: https://support.google.com/analytics/answer/13296662?hl=en -- something we hadn't set up on our other properties. We were all very confused as to why were were seeing debug_mode hits in our production data.
