Change Law payment status for orderlines #207

If folio order type Ongoing, payment status = "Ongoing" For folio order type One-Time, then if date loaded = date: "Fully paid", if date loaded = NEVER: "Awaiting payment" If folio acq method = gift (or Symphony order type GIFTMONO or GIFTSER): "Payment not required"
