Handle migrations that were leading to NOT NULL and default values being dropped from structure.sql. This PR has changes from @jcoyne's draft PR https://github.com/sul-dlss/happy-heron/pull/3508 and https://github.com/sul-dlss/happy-heron/pull/3508 (which can then be closed).
