hrwa_manager: deploy via capistrano? #5

seems like we could deploy this code to the was-downloader box via capistrano. Might need some form of shared_configs to get the appropriate directories set up ...

See also #2. Capistrano would be better, if we could do it -- no need for jenkinsqa and no need to wait for puppet to run to get latest code.

this repo no longer works and we've stopped using it altogether.
