OCLC - do not select "updates" #1098

For OCLC selection criteria we do not want "update" records (e.g. records selected based on updated date in the instance, holding, item). Of the general selection criteria we are only concerned with New and Delete records. After New and Delete records are selected via the initial SQL, then they should continued to get processed with further OCLC specific selection based on OCLC numbers in the MARC.

@jermnelson Hi, I'm still seeing update MARC files. I thought you had deployed a branch to fix this, but maybe there's more work to do here or is this a bug? Named like 202407081748mv-STF.mrc and I'm not sure what the mv stands for.
