Only trigger digital_bookplate_instances DAG if new fund has a fund UUID from folio #1324

We can only find instances paid on bookplate funds if the fund exists in folio. We should only trigger a dag run if the fund in new_funds has a fund_uuid that is not None. If we don't, then the dag run will not find any instances so not a big deal but would mean only about 275 dag runs are triggered and not 850 (or however may there are).
