Update transmission DAGs to use transmission task functions #869

Once the transmission tasks are fleshed out, update the dags to use them, passing in the necessary parameters and/or arguments.

I think only POD and full dump transmission DAGs are fleshed out in terms of which transmission tasks are used. OCLC is in a draft PR so what is in main branch will change.
