Story: Provide an API and Web Services layer around the Preservation Core Catalog #5

These would be the needed write and read services to maintain and read information in the three parts of the Preservation Core Catalog.

We already have an "SDR Services" Web Services strategy which should perhaps be renamed to something that make it specific to SDR-PC, not SDR in general. Current services deliver information direct from the Moab object -- current version and a differences. Metadata services could/should be part of the same suite.

While we are minimizing Ingest robot changes, anything robot changes to address the new PC Catalog should use the Web Services version of these new services.

Investigate work done around sdr-services-app code and API. It's OK if we decide to completely re-implement.
