Once we are writing to OCFL (#740, #721) and meta.json is available (#756, #758) update purl-fetcher to read files from OCFL

I'm not sure I understand this @aaron-collier purl-fetcher typically doesn't read files, just writes them.

I suspect this should be moved into purl instead of purl fetcher, I had purl-fetcher in the notes, but sounds like that is incorrect.
