Handle combination of 'view:world' and 'download:stanford' correctly #1240

Items that have the rights combination of view:world and download:stanford should restrict downloads only to people with active SUNet IDs. This doesn't seem to be working properly, as I'm able to download even from a logged out personal computer.

Never mind, apparently even my incognito window was carrying through authentication that I hadn't noticed.
