Add some status emoji for admins #2468

@cbeer I am assuming we want status emoji's on all admin pages. Currently it is not showing up for mediated pages (http://localhost:3000/admin/ART)

I didn't think so -- request mediators probably don't care. I meant this mostly for Sarah and me to scan through the list and look for problems without clicking through each request 🤷‍♂️ (and I'm not sure I want to explain to the mediators what the emoji mean 😬 )
