Force the exhibit_tags field to be in the general section. #351

Closes #288 Part of #329

Note: The screenshot below is using the default config which puts the exhibit tags at the top. Not sure how the Vatican's pathway exhibits are actually configured.

@jkeck I replied to a comment from you in #288 that isn't there anymore, but it looks like you figured out what I was getting at.

We might be able to get away with showing the Exhibit Tags at the top of the Manuscript Info section as it is now, if there isn't an easy way to move it to the bottom of that section. I'd maybe do some CSS to try to get the field to line up a little neater but otherwise I don't think it is too big a deal to show it first (not sure what the BAV will think, but they might not care too much about this).
