Downcase all of the annotation tags that are initials #416

I'm not convinced this is a blocker.

It may be the case that only initials is sorting according to cap/lc. Would hate to see us downcase everything if that were the case.

The scale of the data issue can be seen here from the Overview exhibit.

Ok let's circle back and talk about this today rather than pick up this work. I'm seeing that we implemented this exactly how it was asked in https://github.com/sul-dlss/vatican_exhibits/issues/324 and based off of the data they gave us.
