Puppet configuration #3

Work with ops to create a Puppet manifest for pywb running on sul-pywb-prod, sul-pywb-stage and sul-pywb-qa.

I updated https://github.com/sul-dlss/operations-tasks/issues/3030 to see if we can reuse that ticket to get a qa instance similar to stage.

This set up of QA, Stage and Prod are complete now from a Puppet perspective. Work still remains in DevOpsDocs to document how they are set up, and how to maintain them over time. See: https://github.com/sul-dlss/was-pywb/issues/32
