add accountId and "last known crawl" (jobIdLowerBound) settings #72

i wasn't totally sure about the "last known crawl" param (the name i chose, the value validation). but that seemed to me like the desired behavior, based on what i could glean from the tickets. happy to fix if needed, of course.
