Version release steps

[x] perl -cw all code files and address warnings
[x] Run -dbcheck
[x] Run perltidy
[x] Archive old version in nikto-versions repo
[x] GitHub management (branches)
[x] Update web site
[x] Add GitHub release
[x] Update versions from user submissions
[ ] Delete working branch

Thanks! When I knock out a few more of the issues just general testing of the branch to make sure nothing went wrong with the updates will be helpful. I'm working on a timeline but I'm not in a major rush so I want to make sure it's solid.
