This PR introduces a registry for the community-managers (webspace specific).

This replaces the handling of ids inside of the controller or other extensions.

Class 'Symfony\Component\DependencyInjection\ChildDefinition' not found
Call to undefined method Symfony\Component\DependencyInjection\Definition::setArgument()
