Imported IRC_Bot repo #69

This chatbot was originally made as a python learning project, and has been maintained through two hacktober events. IRC might not be very popular anymore, but it's (in my opinion) a great opportunity to learn about simple chat protocols and making things from scratch. It's also worth mentioning that the IRC protocol is a precursor to the now popular Twitch chat.
