TCP/UDP binding is not started

What steps will reproduce the problem?
1. Load latest Jenkins build from https://openhab.ci.cloudbees.com/job/openHAB/ 
(I've worked with build #503)
2. Copy tcp binding .jar to addon folder
3. start the runtime

What is the expected output? What do you see instead?
I miss the following line in the console window:
DEBUG o.o.b.t.internal.TCPActivator[:51] - TCP/UDP binding has been started.

Consequently, no connection is established and TCP binding is not working

What version of the product are you using? On what operating system?
X86 Intel Core2 Duo @ 2.20GHz, distribution-1.4.0-SNAPSHOT-runtime.zip #503, 
    distribution-1.4.0-SNAPSHOT-addons.zip #503

Please provide any additional information below.
Item used for testing:
Switch TcpTest "Set Relais" (GF_Living) { tcp=">[ON:127.0.0.1:3000:'S201#0F'], 
>[OFF:127.0.0.1:3000:'S201#00']" }
