No because its not a Real PDF per 1.7 Standard (does it work in secured Browsers?) The document you are trying to load requires Adobe Reader 8 or higher. its a depreciating hybrid dynamic Adobe proprietary InDesign format which is only part PDF and needs JavaScript to run so SumatraPDF cannot work with files that require exploitable code to run
Yep, As @GitHubRulesOK says, the file is not an actual pdf, it's a form of javascript embedded in a pdf. which is necessarily designed to operate with adobe (unsecure) dependencies.
-I really don't find much reason to make a document like this, I know it's already old, but I would even tell you that if possible you should contact the systems or quality management department (complaints and suggestions mailbox) of the government agency to which This file comes from, so consider replacing the form with a standard pdf, or other online system, especially considering the note that the proprietary format in which it is made makes it incompatible with virtually any system other than windows with acrobat 10 + (probably won't do much but would at least be worth a try... If they have ISO 9000:1 certification, they must receive your complaint.)
As the error message says: this file uses XFA and that's not supported and unlikely to be supported (unless mupdf implements it).
