Maybe we could make these columns enums that mapped to the expected data for NDOL (to make our lives easier) AND have another column for each like that expects string data.
The genderrace and ethnicity might be renamed to gender_ndolrace_ndol and ethnicity_ndol and could default to whatever the "unknown" value is for NDOL reporting.
The other columns could be filled with user-determined data that might be more useful for our in-house purposes.
