When Staff creates a new User, their Profile should automatically created and assigned to most-recent Cohort

• [ ] Staff User goest to create new Student User, filling out name, github username, and email
• [ ] In the same form, there is a drop down for which cohort the Student User will belong to, which defaults to the most immediately-upcoming cohort that hasn't yet occurred
