Remove RTG from Utilities module #12

The Utilities modules were originally designed to have a RTG power generator, that could indefinitely supply the electrical needs of a small (4~5) module outpost without PV solar panels.

Given the additional ElectricCharge requirements for TAC Life Support, this calls for a larger and more powerful RTG, which doesn't make sense for a compartment that crew would frequently occupy.

The RTG will need to be removed, and users will need to power their outposts externally via dedicated RTG banks or PV solar panel arrays, irrespective of size.
