low frames per second frequency 3-5 frames per second in Video call

What steps will reproduce the problem?
1. Make a Video call 
2. the Video update around 2-5 frames per seconds 
3.

What is the expected output? What do you see instead?
i expect to be 10 frames per seconds

what i see :

2-5 frames per second

What version of the product are you using? On what operating system?

IMSDROID 2.x
Please provide any additional information below.

am try to build using NEON=yes to optimize an solve this issue but i got error 

cp: cannot stat `libtinySAK_armv7-a.a': No such file or directory
make: *** [all] Error 1
