Changes UI for the following:

Comments sections on mentor apps and requests pages
Adds confirmation modal to Accept/Deny mentor buttons
Changes voted reviewers modal to show on hover instead of in a modal
Changes the way details are displayed in apps and requests to hopefully be more readable
