Create a set of rules for Quality #6

Add a Rule Set for Quality-related issues. This needs to be designed and then implemented. It could cause for UI and data model changes as quality rules may not need to track things the same way as security-specific rules.

Condition = Never
DISTINCT, MAX, etc.
High number of page items
Build Options that are disabled
