global video setting is ignored #55

What steps will reproduce the problem?
1. set the global video setting(config.txt) to anything but "game default".
2. check the video setting in a game with the defaults settings.
3. the video setting should be the one set in the config.txt file.

What is the expected output? What do you see instead?
the default video setting is always "game default" regardless what is in the 
config.txt file.

What version of the product are you using? On what operating system?
r32 onwards.

Please provide any additional information below.
r31 was the last version using the global video setting.

just noticed that the default video mode of dml games now is set to "force pal" 
instead of "game default".
wii games doesn,t have problems now.
